Wait, he could shape shift whenever he wanted too? So what does the collar really do exactly?

We’ll get to that in a bit – but at the moment it is definitely starting to restrict his magical abilities. (It is getting harder for him to shapeshift, for example. Doesn’t mean he can’t do it at all, but his ability to control it is fading. Sometimes it works, sometimes…it doesn’t.) It’s a slow-acting curse… In the earlier chapters it wasn’t bothering him as much so he wasn’t quite as concerned, but now it’s starting to sink in.
